ENDIPP is a Europe-wide, multi-disciplinary Network on Prevention of Drugs and Infections in Prison, active in all EU Member States and combining the activities of 3 former Networks. It is funded by the European Commission (Public Health Programme) and organized by WIAD and CRANSTOUN DRUG SERVICES (UK). The Network’s overall aim is the protection and improvement in Public Health by promoting the adoption of integrated, inter-sectoral drug-demand reduction and infections prevention strategies in European Prisons. The objectives of the new Network are (i) to collect, compare and widely distribute data and information on infectious diseases, drug use and its consequences and related prevention activities in prisons in the EU Member States, (ii) to develop with all involved partners common and effective epidemiological and sociological research tools, in order to monitor the epidemiology of drug related health threats and evaluate prevention approaches, (iii) to promote exchange of experience and information in the above area in the Member States, (iv) to promote and sustain the implementation of effective harm reduction and abstinence oriented programmes (in the context of current national legislation) and (v) to formulate recommendations for primary and secondary prevention of infectious diseases and other drug related health and social problems. The Network provides a sustainable and flexible structure and platform for Prison Services, external agencies, researchers, NGOs and international bodies to collect, produce, promote and exchange information on best practices and evidence-based research in the field of drug demand reduction and the prevention of communicable diseases in the criminal justice systems of the EU Member States. The Network supports multi-disciplinary and multi-agency efforts in all countries to tackle the negative health and social consequences of drug use and the spread of infectious diseases in prisons, as well as facilitating the efforts of all actors involved in the process of reintegrating drug dependent offenders into society. The work seeks to ensure the best possible use of all available resources and expertise to provide effective services for drug dependent offenders. A further aim is to translate identified best practice into multidisciplinary core competences and to provide technical assistance to international contributors and national institutions.
